A customer may be obliged to pay additional tax on purchasing a license, depending on the local tax regulations. For EU customers VAT liability is transferred to the customer as the recipient of the software license, pursuant to Article 21 (1) b) and Article 8 (1) a) of Directive 77/388/EEC.
New License
The cost of a license for Exchange Server hosted on Small Business Server is $ 130 regardless of the no. of users. For other configurations, the pricing varies according to the number of users benefiting from the program.

If you have more than one Exchange Server processing mail in your organization, you need to purchase a license for each back-end server. Upgrading From Previous Versions
The price for the upgrade for Exchange Server hosted on Small Business Server is $ 65 regardless of the no. of users.

Extending License Packs
